Training of Trainers Programme

1. Introduction

Preparing for IPA Component III and IV is a truly massive administrative capacity building task. Apart from the establishment and functioning of effective structures both the accreditation and absorption capacity of the IPA funds will be determined by the skills and expertise available of the staff to use the funds appropriately.

Training of staff is the appropriate method to fill gaps in the skills and expertise that staff will need for the management and implementation of Component III and IV.

In order to sustain the preparation process of IPA and the training activities a pool of future trainers will be developed.

The aim is to qualify competent trainers within the Serbian public administration for training in IPA Component III and IV management and implementation.

To this end the PPFTA project has developed a ToT Programme which will be implemented from March to November 2010.

2. ToT programme

The ToT programme consists of 8 modules which will cover main topics and areas of management and implementation of IPA Component III and IV Operational Programmes.

The programme also include modules on how to prepare, design and implement adult training.

The first training will start on the 1st March 2010.
