Approach |
| To develop the capacities of the Serbian administration in order to fulfil its responsibilities over the whole project cycle in relation to the management of the IPA. | The training will be based on a performance improvement approach, bringing the quality of staff activity and functions in line with the strategic objectives of the future management of IPA Component III and IV. The capacity building will be provided through training modules, as well as on-the-job training activities by experts working in Parts I and II. |
The project has a capacity building component for the Serbian administration in its preparation and management of IPA. Capacity building aims to contribute to fostering sustained capacities for the development, institutional management and monitoring of IPA Components III and IV.
The fundamental goal of the capacity building activities is to enhance the
ability of the target group to evaluate and address the crucial questions
related to strategic policy choices, OP programming and modes of OP
implementation among various options, based on an understanding of
potentials of the IPA Components III and IV and the perceived development
needs for Serbia.
Capacity building activities will be developed and adjusted as the
activities in Part I and Part II are being planned and implemented in order
to make sure that capacity building is relevant and coordinated with these
activities. The project will support continuous adaptation of the target
group’s capabilities to changing demands and environments as the
institutions for the IPA implementation are being built and the tasks and
functions are being defined.
Capacity building activities of the project fall into four broad
categories – trainings, seminars, workshops and on-the-job trainings,
depending on the number and profile of institutions to be targeted and aims
to be reached.

The project has implemented a number of training sessions introducing IPA
Component III and IV with the aim to focus on the change from the previous
annual project planning under IPA I and II into strategic multiannual
programming planning.
