| To assist the NIPAC / NIPAC Secretariat and the relevant Serbian authorities in ensuring that selected projects proposed for funding under IPA - including a pipeline of mature infrastructure projects for funding under IPA III (Environment and Transport) - are developed and documented under the highest standards of quality, in order to be submitted to the ultimate approval of the EC and implemented. | The approach
here is to review existing strategies and master plans against OP
priorities, and associated ‘long-lists’ of projects, focusing on
project readiness and other selection criteria developed in parallel
to the preparation of the OPs. This project will focus on those areas which involve additional elements, due to DG REGIO and other DGs’ requirements, based on the assumption that the major part of the technical inputs is well within the competence of the responsible Ministries themselves. It is not expected that this project will be able to deal in full with more than 2-3 for each Operational Programme. The documents that will be prepared will have three functions: first, to comply in full with Serbian planning requirements; second, to comply with DG Regio and other DGs’ requirements; and third, to act as a training model or best practice model for other major projects. |
PPTAF focus on preparing the projects that will be financed under IPA Components III and IV.
Turning to IPA III and IV, the type of projects which can be financed follow
the sme contractual form as IPA I, as set out in the PRAG. In other words,
they involve either procurement (works, services and/or supplies) or grant
schemes (potentially with secondary procurement by the beneficiary). In the
context of IPA III, however, there is a further distinction, based on a
categorisation which first originated under the Cohesion Fund, namely ‘major
projects’. In the case of IPA, these are defined in Article 157 of the
Implementing Regulation and are, in essence, large infrastructure projects
with a budget of €10 million or more, which can be financed under the
regional development component (in reality, under the transport and
environment sub-components). The rest of the projects under IPA Components
III and IV can be called non-major projects, and will largely comprise grant
schemes and service contracts.
Due to the relatively long lead time for major projects under IPA Component
III, the preparation of the necessary documentation will start early enough
to ensure that project implementation could start immediately or soon after
funds under IPA III become available for Serbia. Therefore, identification
of potential major projects will start in parallel with drafting OPs for the
environment and transport sectors. This bottom-up and project-centred
approach would allow timely preparation of project documentation
