Introduction

 

Purpose of Part I

Approach

To assist the relevant Serbian authorities in preparing strategic and programming documents for IPA III and IPA IV (including the SCF and the four related OPs) in accordance with the EU requirements and procedures The approach is to work closely with the SCO to establish the operating structures required and ensure that these strategic documents are prepared on time, and to fulfil these requirements through direct support to the SCO and line ministries, by assigning one senior long term and one short term sector expert for each OP theme under IPA III and IV.

 

The SCF and the four related OPs for IPA III and IPA IV are to be prepared under Part I of the PPFTA. The SCF is to provide the overarching framework to ensure the coherence of the OPs with each other, with other IPA components, with national programmes and other international assistance. The building blocks of the SCF are the situation analysis and SWOT analysis, leading to strategic objectives, and a brief explanation of how the OPs and their priority axes link into this strategy.

 

Each OP under IPA Component III and IV is to develop a hierarchy of objectives and targets, based on the SCF and a medium-term needs assessment. They are to specify priority axes and detailed measures, an indicative list of major projects (IPA III only), financial tables showing EC and national contributions in line with required co-financing rates, and the management and implementation arrangements. These documents and structures mirror arrangements made for the management and disbursement of EU Structural and Cohesion Funds.

 

The drafting of the SCF will require central coordination at the policy level to integrate sector strategies into an SCF. The organisation of IPA III and IV via multi-annual programmes will be a time-consuming exercise, which has to be prepared in consultation with relevant partners and in dialogue with the Commission.
